I have come to understand that inner-city crime can only be addressed zip code by zip code. Crime is hyper-local with spillover effects, but to root out crime one has to go neighborhood by neighborhood. Note that the poverty level ranges from high of 39%, which means 39% of residents live below the poverty level, they do not have enough money for food, housing, or basic necessities. This is the Third World level of existence. Whereas, the neighborhoods in purple have a poverty level of 9% which is below the national average.
